Municipal Tax Rates vs. Tax Amounts in Dollars

Every year municipalities debate and approve their municipal tax rate which is an expression of the amount of property tax charged per $1,000 dollars of assessed property value. This is called the mill rate.  

When comparing like size homes, it is very easy to say that the municipal tax rate, (mill rate) is higher, or lower than comparable municipalities, however the TRUE comparison is the total amount of taxes charged for a comparable property in one municipality versus another. 

In other words, if you take a benchmark property (for example a new 3-bedroom 1,200 square foot bi-level) in Calgary, Red Deer, Sylvan Lake, or Penhold you will find that total value of taxes collected in each location will be closer than you may initially think. Why? Well, it comes down to the overall property value and how property values are calculated. 

The formula used to determine your property tax bill: 

Property Tax Bill = (Assessment X Municipal Tax Rate) + (Assessment X Provincial Tax Rate)

We know that the market value of a comparable home in Red Deer is worth more than the same property in Penhold. In some cases, the extra payment that is paid to be in the Red Deer market can be between $60,000 to $100,000, or more depending on the location. When calculating property taxes (and education taxes), the actual dollar value of taxes collected can be lower in Penhold.
