Mobile: 403.886.4567 Fax: 403.886.4039 Julia was elected to her first term as Councillor for Penhold in October 1992. After serving two terms as Councillor, on October 1998, Julia was elected as Mayor, in which she is currently serving in her 4th term.
As a Chief Elected Official, she is an ex officio member of all boards and committees of council. Should one of her colleagues be unavailable to attend one of their portfolio meetings, Julia is available to act for them.

Growing up in Red Deer, Julia received all of her education through the Public School system. In 1976 she graduated from Lindsay Thurber Composite High School. In 1982, Julia began her banking career in Red Deer. She held various positions from Teller, Branch Supervisor, Internal Auditor, and Contact Centre Agent. In May 2004, Julia retired from her banking career to focus directly on Municipal Government.
Deciding to live in a small community was not a difficult decision for Julia and her family to make in 1979. When the search began for affordable housing, Penhold showed them that opportunity, one they have not regretted. “I’m proud to say that Penhold is a great family community. Not only do we have our children and grandchildren living here, but there are numerous other young adults that were brought up in Penhold and still choose Penhold as their home. That alone speaks highly about our community and what it has to offer.” says Julia.
Julia has various interests outside of politics, such as: being with Family as much as possible, Golf, Football, Motorcycling, and Vintage/Muscle Cars. | |

My family and I have lived in Penhold for about 2 years. When we moved here everyone was so friendly. I have never been in another town where everyone knows everyone. It’s a great feeling to be so welcomed.
My Husband, Ray, and I have 2 children. They are ages 9 and 12 and both attend Penhold School. I have been employed at the Royal Bank as Customer Service Representative for over a year. Previous to that I was the Restaurant Manager of Pizza Hut for 7 years. |

I am very pleased to have the opportunity to be part of Town Council. We have so many good things that happen here, especially for our families, such as the Splash park and the up and coming Regional Multiplex. I have never been in a town that has so much to offer for entertainment. Oktoberfest, Winterfest, the Parent Child Fair and Penhold Days are a few examples, not to mention our very own locally supported Food Bank. I am the Manager of Policy, Advocacy and Communications for the Red Deer Chamber of Commerce, work that affords me a tremendous opportunity to advocate policy to all levels of government, and really dig in to issues facing business and families on a regional, provincial and federal basis. |

If one really gets to know what is happening in our wonderful little community, it is quite amazing to realize all that we have going on. Our community programming and events are second to none. We have so much to be proud of, and so much to be involved in!
I am Penhold Proud, and I am very excited about all of the projects and plans we have coming on stream. It is my intention to work with the rest of Town Council to make wise decisions based on what is best for the community, after careful consideration and due diligence. Dennis Cooper, owner of Sky Wings Aviation, resides with his wife and partner, Sherry, and their family in Penhold. He was raised and educated in Saskatchewan. He has made Penhold and area his home for the past 27 years. Dennis has 3 children; 2 sons, Chris and Reg, and a daughter, Samantha. In Oct 2007 one of his sons made him a grandfather.
Dennis started Sky Wings Aviation Academy Ltd. In 1982 and has watched it grow from two aircraft in a rented hangar to ten aircraft in three hangars of his own. Sky Wings offers innovative programs in this industry as a result of Dennis’ entrepreneurism and dedication. His ideas brought forth such programs as Canada’s first brokered Aviation Diploma Program with the Red Deer College, and Aviation Challenge Camp for kids.

Because of his love for the industry and flying itself, he has been actively involved with the Red Deer International Airshow and has been since the first show. Dennis is also with the Red Deer Flying Club; where he has served as President, and Entertainment Chairman. Sky Wing’s pet charity is the Red Deer Food Bank Operation Food Lift held at the facility every fall. Since 1990, Dennis has also been a Director for the Air Transport Association of Canada and in 2001 was appointed Honorary Life Member. His work with this association keeps him in the forefront of policy making in the aviation industry. His commitment to the aviation community is what keeps him involved in organizations, with the hopes of improving the quality of life in the aviation community and about bringing meaningful change when necessary. In 2005 Dennis received the Alberta Centennial Metal for efforts in his field.
Dennis has been an active member in the community. He has been on the Penhold fire department, a long-standing member of the Penhold Sports Club and has worked with the Chinook’s Edge schools in Penhold. In the school he has been a guest speaker, and help run metal working class at Sky Wings and since 1997. He has also supported the Penhold school with the “We fly for A” program in which any students who get an A in grade 7, 8, or 9 get an airplane ride over the town and central Alberta.
Dennis was first elected to council in 1995 to 1998, when he took a 3 years leave of absence. He ran again in 2001, 2004, and 2007 where he was elected to council. Some of the portfolios he has been on have been Roads and Public Services, Administration, Waskasoo Sewer Committee, Parkland Community Planning, the Annexation team and the Penhold Multiplex Committee.
When Dennis is asked how he has time to run his company and actively participate in the community, he replies “ We try to run a balanced company, not only on the ledger side, but also on the community side.” | |
I have been a citizen of Penhold since 1975. Over the years my wife, Linda, and I have had the pleasure of raising our four children in Penhold. Linda and I both work in Red Deer.
During my time in Penhold, I have been a part of several community groups. I spent 8 years on the Rec. Board, and 5 years with the Lions Club. I am now entering my 10th year on Council. |

I have been on council for 7 years and I have enjoyed working for you to better the community. Some of my community involvement includes the Red Deer Regional FCSS Board and the Penhold FCSS Board, The Penhold Library Board, Restorative Justice, and the Penhold Community Action Group.
