Penhold Public Works

  • Snow and Ice Control Policy

  • 1.  a) Snow removal on sidewalks fronting Municipal Buildings will be removed as soon as possible after a snowfall.
         b) Snow removal on residential sidewalks shall be the responsibility of the resident, or owner of vacant property and must be removed within 24 hrs. of the last snowfall.
         c) Snow that is cleaned off of sidewalks and driveways cannot be deposited onto the road.
    2. Snow plowing and/or removal on streets will begin after a heavy snowfall (15 cm) or once accumulations have reached 15 cm.
    3. Sanding of streets may be carried out if less than 15 cm of snowfall or when icy conditions arise under the direction of Public Works.  Main intersections will be giving priority.
    4. Snow plowing and/or removal will be done by priority – Please refer to map (below).
          1.  Blue – Priority 1
          2.  Green – Priority 2
          3.  Red – Priority 3

    Temporary no parking signs will be posted 12 hours in advance of planned snow removal.  In the event of a heavy snowfall, the posting of signs may not be possible.
    6. Snow will be windrowed until removal is possible. Where applicable, snow will be windrowed to the side of the street without a sidewalk.

Water Testing & Reporting Procedures

The Town of Penhold operates a water utility that is licensed by Alberta Environment.  Alberta Environment sets the requirements for testing and reporting.  Listed below are some of the testing and reporting procedures as stated in the “Code Of Practice For Waterworks Systems Using High Quality Groundwater”.

  • The chlorine dosage and the chlorine residuals are tested and recorded at the reservoir daily and also residuals are also tested five times a week at a random location within the system.
  • Iron and Manganese levels are tested five times a week, once for the raw water supply.
  • A weekly bacteriological sample is taken from a random point in the distribution system and sent to the provincial lab in Edmonton weekly.  If the bacteriological sample is not acceptable, we are asked for a new sample to be taken and submitted within 24 hours.  If the sample were to be deemed unacceptable Alberta Environment would be notified and would investigate immediately.
  • Our daily records are sent electronically to Alberta Environment on a monthly basis.
  • A yearly summary of our records are sent to Alberta Environment each year.
  • A chemical analysis is performed by an independent lab as required by Alberta Environment.
  • Alberta Environment performs unscheduled inspections of our water system.

Horn Hill Waste Transfer Facility

Location: 36560 Range Rd 273, ¼ mile south of Hwy 42 on Range Rd 273 (one mile east of the Penhold Overpass on Hwy 2)
Hours of Operation: Monday - Saturday, 8:00am - 6:00pm, Closed Sundays and Statutory Holidays.

Acceptable Materials: Household garbage, ICI waste, C&D waste (if manageable and transferable),

Recycle: household recyclables (paper, plastic, tin, cardboard), household hazardous waste, agricultural pesticide containers, tires, electronic waste, barbed wire (tightly wrapped), white goods and scrap metal.

Non-acceptable Materials: Oilfiled waste, asbestos, contaminated soil, propane tanks, bulk liquids, waste with free liquids, radioactive material, ammunition, burning or hot waste/ash, large demolition debris, earth/contaminated earth or manure, dead animals, concrete, asphalt, sulphurous waste, automobiles, trailers, barbed wire which is not tightly wrapped.

Garbage and Recycle Collection

The Town of Penhold collects your garbage/recycling every Friday of each week using a private contractor (Can-Pak).

To ensure pickup of your garbage/recycling, it must be put out by 7:00 am.

Garbage/Recycling pick up is also on statutory holidays with the exception of Christmas Day and New Year’s Day.

Your garbage/recycling is usually picked up at the back of your property.  If you don’t have a back alley it will be picked up at the front.

Recycling Information & Tips

The following materials should be recycled:

  • Metal cans and tins - Empty, rinse and remove labels and lids; or leave lids attached and crushed inside.
  • Glass jars and bottles - Empty, rinse and remove lids and labels. Jars (pickle, jam, etc), bottes (all beverages, ketchup, etc)
  • Plastic Containers - Household cleaner bottles, pop & beverage bottles, milk jugs, detergent or fabric softener bottles, plastic bags (put together in one bag), margarine & yogurt containers.  Remove caps, rinse and crush.
  • Milk cartons - Rinse, remove caps, and plastic spouts and flatten.
  • Paper- Newspaper and inserts, magazines, catalogues, white writing & computer paper, greeting cards, non-foil gift wrap, junk mail, paper bags, envelopes, paper egg cartons, paperback and hard cover books, phone books.  **Shredded paper is only accepted if in clear plastic bags. 
  • Cardboard- Flattened corrugated cardboard boxes (boxes when flattend must be no longer than 36 inches square).  Flattened cereal and food boxes (remove and discard liner).  Flattened shoe boxes, milk cartons (rinse w/water and flatten), juice boxes. 
What is NOT Accepted for Recycling
  • Waxed cardboard
  • Paper towels or tissues
  • Ceramics, china, glass plates, light bulbs or mirrors
  • Tupperware or type containers
  • Styrofoam packaging of any kind
  • No liquids of any kind (ie. motor oils, cooking oils, paint, etc.)

To Flush or Not to Flush

Just because the package says "flushable" doesn't mean it's true.  Many items marketed as disposable and/or flushable do not degrade like toilet paper, and they wind up clogging pipes, tangling pumps and causing sewer backups into streets, businesses and homes.

Our sewers are designed to dispose of very specific things.  Using your toilet for disposal of many modern products will often result in blockages.  The drains that connect your home to the main sewer are only big enough to carry water, toilet paper and human waste – pipes are typically 4 inches.

Public Works Staff work in the sewers to ensure we always have free flowing waste water disposal. Please consider them and their safety when choosing to flush or not to flush.

What not to flush:

  • Diapers (cloth, disposable, "flushable")
  • Facial tissues
  • Baby wipes, disinfectant wipes, moist wipes, etc.
  • Toilet bowl scrub pads
  • Swiffers
  • Napkins (paper or cloth), paper towels
  • Dental floss
  • Egg shells, nutshells, and coffee grounds
  • Fats, oils, and greases
  • Food items containing seeds and peelings
  • Hair
  • Sanitary napkins, tampons, condoms, or any non-organic material
  • Vitamins, medicines or other pharmaceuticals
  • Wash cloths, towels, rags (any cloth item)
  • Clothing
  • Sheet plastic, or plastic of any kind
  • Needles or other sharp objects
  • Cigarette Butts

**If it isn’t human waste or toilet paper – please don’t flush it!**

Check your water meter

It is good practice to check your water meter to ensure accuracy. All utility meters should be checked for this reason.

How to check your meter

  • Your meter is usually located in the basement of your home in the utility room, typically near the hot water tank.
  • Lift the black cap to view the amount of M3 used to date.
  • Compare this with the usage on your bill.
  • The average household of 2 will consume approximately 20 M3 per month.

Checking for leaks

This is also a good time to check for visible leaks in your home, if the dial is turning and there is no water being used in your home at the time, then you may have a leak.  Please remember that not all leaks are visible.
